Evan Carter was born in Elizabethton, Tennessee, on August 29, 2002. He played high school baseball at Elizabethton High School in Elizabethton, TN. He was the third-ranked outfielder and the 12th-ranked overall player in Tennessee.
In his senior year, Carter played in 22 games and hit .344 with 21 hits, one double, nine triples, one home run, 16 RBI, and 29 runs scored. He also pitched, making ten appearances, going 6-0 with a 0.70 ERA and 83 strikeouts in 50 innings.
Carter was ranked the 104th outfielder in the country and as the 500th-ranked overall player. He committed to play college baseball at Duke University.

In the minors, he played in 108 games and slashed .288/.413/.450 with a .863 OPS; he had 17 doubles, six triples, 13 home runs, 67 RBI, 79 runs, 26 stolen bases, and 81 walks. With the Rangers, he played in 23 games and slashed .307/.413.645 with a 1.059 OPS; he had four doubles, one triple, five home runs, 12 RBI, 15 runs scored, three stolen bases, and 12 walks.
