Noble Meyer was born in Tualatin, Oregon, on January 10, 2005. He played high school baseball at Jesuit High School in Beaverton, OR. He was the top-ranked RHP and the top-ranked overall player in Oregon. At Jesuit in 2022, he went 10-0 with 129 strikeouts and a 0.72 ERA in 58.1 innings. He was the Gatorade player of the year in 2023 with a 0.33 ERA and 128 strikeouts in 63 innings pitched. Meyer was ranked the top RHP in the country and as the fourth-ranked overall player. He committed to play college baseball at the University of Oregon.

Meyer was the eighth-ranked prospect entering the 2023 draft and would be picked tenth overall by the Miami Marlins and signed with them over going to Oregon.
