Tommy Troy was born in San Jose, California, on January 17, 2002. He played high school baseball at Los Gatos High School in Los Gatos, CA. He was the fourth-ranked shortstop and the 15th-ranked overall player in California. At Los Gatos, he hit .321 and had a .446 OBP; he had 88 hits, 24 doubles, six triples, 11 home runs, 58 RBI, 75 runs scored, 41 stolen bases, and 55 walks. Troy was ranked the tenth shortstop in the country and the 62nd overall player. He committed to play college baseball at the University of Stanford.

In 2020, before starting his college career, he played in the Northwoods League for Traverse City, and he slashed .318/.441/.455 with a .895 OPS; he had five doubles, two triples, 14 RBI, 22 runs scored, eight stolen bases, and 14 walks. In his first season at Stanford, he played in 49 games he slashed .247/.345/.487 with a .831 OPS; he had six doubles, ten home runs, 28 RBI, 29 runs scored, four stolen bases, and 17 walks. Following the college season, he played for Wareham in the Cape Cod Baseball League, and in 29 games, he slashed .299/.364/.479 with a .842 OPS; he had three doubles, three triples, four home runs, 19 RBI, 21 runs scored, nine stolen bases, and ten walks. In his second season at Stanford, he played in 55 games and slashed .339/.371/.568 with a .939 OPS; he had 15 doubles, three triples, seven home runs, 23 RBI, 34 runs scored, five stolen bases, and nine walks. Following that season, he played in the Cape Cod Baseball League again, this time playing for Cotuit, and in 30 games, he slashed .310/.386/.531 with a .917 OPS; he had six doubles, two triples, five home runs, 20 RBI, 19 runs scored, five stolen bases, and ten walks. In his final season at Stanford, he slashed .394/.478/.699 with a 1.177 OPS in 58 games; he had 17 doubles, four triples, 17 home runs, 58 RBI, 76 runs scored, 17 stolen bases, and 35 walks. In all three seasons at Stanford, they made the College World Series.

Troy was the 17th overall prospect entering the 2023 draft, and the Arizona Diamondbacks would select him with the 12th overall pick.

Troy played for the Diamondbacks rookie ball team and High-A Hillsboro, and in 27 games, he slashed .271/.374/.469 with a .843 OPS; he had five doubles, one triple, four home runs, 21 RBI, 17 runs scored, nine stolen bases, and 16 walks.
